CCs clow cards in terms of fortune telling cards may be true. I don't think it is based on tarots though it looks like it has the size of an original tarot, layed out and used to do fortune telling. It doesn't have the standard card numbers of 78, major and minor acrana ,4 suits ( pentacles, sword, wand and cups), the most of all everything on the tarot card is a symbol which clow card lack, gender of the tarot card does matters!!
It seems to me Clow cards are more like oracle cards. Magic of each card which sakura called upon may be just an imagination or fantasy.

Keep in mind that in the original manga, there were originally 18 Clow Cards. Though not exactly tarot cards, they are based on the properties of some of the tarot according to CLAMP :wink:
