I don't really like Shinn Asuka from GSD, but I do realize that the show wouldn't be as good without a character as hateable as him. Meer is kinda funky, too.

Hanasaki from Yu-Gi-Oh!
Neji from Naruto.
Not sure why...I just never managed to click with the characters
