The basics kinda need to be laid down before we can start rolling up OCs or assigning TRC characters to people and such. ^^

Well the group should combine all knowledge.

It's a way to run a Table RPG. It works well on Forum RPG.

Question: Are the mods already chosen for the RPG forum? Just wondering.

I like the idea of a sign-up sheet, and yeah it should be accesible for everyone. How about a separate subforum for OOC Discussions (for creating an RPG and getting people to join and such) and then one for the RPGs themselves (CCS and Tsubasa included) and another one for the Register Characters list.
