open Photoshop

go File > New

Set the width:1 pixel, height:2 pixel,  at the contents, choose transparent

now you will get a very very small drawing area.

next, zoom in 1600%

change to pencil tool, choose the pencil diameter as 1 pixel and click on the white colour. colour only the top part of area.

go to Edit > Define Pattern > OK

now you have the line pattern!

to apply, open a picture you want to apply the line pattern.

create a new layer. at the same layer, go Edit > Fill > OK.

next go to the Layer Palette, choose from Normal to Soft Light.

there you have it.. the line pattern.
