I depends on the game she's in.

In SF3: TS she's pretty good at pokes and mind games.

SFA, she really sucks here. She lacks good priority.

Arcademan:
A lot has to do with the ongoing developement of a character per game. Chun-Li was popular in the SF 2 series at the start being the only female. Hyakuretsu Kyaku and Spinning Bird Kick were her abilities, then in the Champion and Turbo editions, she was given a fireball (Kikoken). In the Marvel vs Capcom series, she became a heavy hitter: Seshicchi Senretsu Kyaku (spelling wrong) was the coolest move I've seen (flying across the screen, hitting the other player in mid-flight and doing some massive damage)

Then the SF Zero series and SNK series came out and someone decided Chun-Li was getting TOO powerful so they downgraded her. By the time Capcom did the SF 3 games, her powers became balanced once more.

By the way, Blanka/Balrog are one of the top tier characters in the SF2 series.
